天时地利人和俱备山东创业大有可为 / 赵然

由中国国家人事部和山东省政府联合举办的中国山东第三届海外人才交流暨经贸项目洽谈会于2004年11月14日至16日在山东济南隆重召开。本届海洽会旨在广纳贤才，吸引更多的海外人才投身山东的经济建设，实现新跨越，建设“大而强、富而美”的新山东。山东省委书记张高丽给大会发来贺信，中国国家人事部部长张柏林、山东省省长韩寓群参加了开幕式并分别做了致辞.。

由美华专业人士协会创办人, 美国刘氏集团副总裁刘双华博士率领的美国代表团参加了本届海洽会。开幕式上刘双华代表四百余名到会的海外学者和企业家做了题为“天时地利人和俱备山东创业大有可为”的发言。他在发言中从山东良好的区位地理优势，淳朴的风土人情、全方位服务的创业环境等不同角度论证了广大海归人员，立足山东一定能够大有可为。发言指出: 山东具备了干一番事业的天时、地利、人和。所谓天时，是山东从省委到各地政府，都出台了各种优惠政策，大力支持和鼓励海外学者来山东投资创业，并提供了各方面的便利条件和多种服务, 同时山东经济快速发展，潜力巨大。地利，山东地理位置优越，处在北京上海之间。资源丰富，基础设施完善，公路交通全国第一，青岛港是世界上最大的贸易港口之一，山东工业门类齐全，科技实力雄厚,而且各种成本相对低廉。人和，山东是”孔孟之乡，礼仪之邦，” 山东人热情好客，直率诚实，与山东人不论合作还是交朋友，都令人放心。刘博士指出目前中国正处于一个海归创业的热潮，希望有条件的海外学者不妨“下海”，要“下海”，第一必须具备游泳的本领。要学有所成，有发明创造,掌握高科技和新产品。第二, 必须了解海的深浅，要了解国内的情况，了解市场的需求，先回国进行联系和考察一下。第三，必须穿上救生衣或浮板，才跳“下海”，必须找到好的项目和合作伙伴。一但辞去工作，如何解决回国创业的经济来源。第四，需要推一下或请一下，才能跳“下海”，也就是被公司裁员, 或回国有优惠政策和待遇，如何解决“下海”的后顾之忧?像这次海洽会就是一种很好的力量。将真正吸引海外专业人士回国创业。刘双华博士热情洋溢的讲话博得了与会代表的高度认可和赞誉。

与会期间，刘双华在海外论坛上做了《信息与多媒体,创意与效益的有效结合; 为中国企业和产品进军世界服务》的精彩演讲，受到了各界人士的广泛关注，刘双华受到了山东省政府领导和济南市政府领导的亲切接见和盛情款待，由山东省委主办的《大众日报》为其做了个人专访报道。在大会签约仪式上，刘双华作为美国刘氏集团的代表与山东省教育电视台签定了拍摄100集人物电视专题片《旅美故事》的合作项目。大会结束后，刘双华应邀参观了济南市高新技术开发区。并应邀对临沂经济开发区进行考察，临沂市长连承敏会见了刘博士，代表临沂市政府聘请其作为政府高级经济顾问, 并颁发了聘书。

美国代表团参加本届海洽会有一百多名代表, 三天的会议取得了丰硕的成果。这一届山东海洽会必将促进中美之间的文化教育、经济技术与人才交流与合作，并会给中美双方带来无限商机!

Expanding Your Business to Shandong China By Jenny Zhao

In partnership with Ministry of Personnel of the People’s Republic of China, Shandong Provincial People’s Government, Personnel Department of Shandong Province and Jinan Municipal People’s Government, Peter Liu was authorized by Shandong government to organize the 3rd Overseas Talent Exchange & Economic, Trade Cooperation Fair in Shandong China on November 14-16, 2004.

Peter headed a US delegation with 130 members to join the Shandong Fair. More than 10,000 people and 400 exhibitors participated at the event, which served as an ideal platform for relationship building, business and procurement opportunities, and joint venture partnerships. Peter is the only person to give a speech at the opening ceremony and represented more than 400 overseas participants.

Peter was the first person to give a presentation at the economic and business forum. Peter was invited by the Governor of Shandong for a dinner meeting and has authorized to organize a press conference and business fair in New Jersey in May 2005 for the promotion and marketing of Shandong. There will be delegations from different cities and some major enterprises of Shandong. There will be more then 100 people will come to the US for the event.

The agreement of TV cooperation project with SDETV has been signed by Peter Liu. There will be two-year cooperation for 100 TV episodes. It will be broadcast every other day and repeat on next day. The TV project will start in February 2005.

Shandong is the second largest province in China and has a population of about 100 million. Shandong harbors more business opportunities and less competition compared to other major cities for foreigners to do business in China. It is a highly-developed economic zone. Shandong province ranks no.3 in GDP in China and boasts some of the most popular sightseeing attractions such as Mount Tai, Qufu (the birthplace of the great philosopher Confucius) and Qingdao (the birthplace of the famous “Qingdao Beer”) for domestic and overseas tourists. Qingdao has also been selected by the Olympics Committee to host all water-related Olympiad Games in 2008.
